Here is the build:

CPU Intel Core i5-6600K 3.5GHz Quad-Core Processor

CPU Cooler Corsair H50 57.0 CFM Liquid CPU Cooler

Motherboard MSI Z170A GAMING M7 ATX LGA1151 Motherboard

Memory G.Skill Ripjaws V Series 16GB (2 x 8GB) DDR4-2800 Memory

Storage Samsung 850 EVO-Series 500GB 2.5" Solid State Drive

Video Card EVGA GeForce GTX 960 2GB Superclocked Video Card

Case Corsair Carbide Clear 600C ATX Mid Tower Case

Power Supply Rosewill 750W 80+ Gold Certified Fully-Modular ATX Power Supply

Operating System Microsoft Windows 10 Home OEM 64-bit

I have read the GIGABYTE Guide, tested outside the case, Single Stick of RAM in Different slots, checked the CPU pins, tried a known good PSU still no boot.

All I am getting is a flashing OC and ECO buttons on power up. They will stay lit for a few seconds then shut off. This will continue without any codes being thrown in LCD display.

The only thing I can see going on is the GPU fans seem to start and stop with the buttons flashing. The H50 cooler fan is on and running though.

What does the flashing of these buttons mean? I can not seem to find anything about this.

I gave that a try also, no go. Same issue.

I have submitted a ticket to GIGABYTE. I will update with what they have to say.

Well I got the OC and ECO buttons to stay on by pulling the battery overnight. I guess it has reverted to its default BIOS. Anyways, now I have steady lights on both buttons but still no boot. I spent the morning working backwards. One stick of RAM different slots, even went as far as removing the H50 cooler and resetting the CPU. I checked for bent pins didn't find any.

To be honest I am starting to think bad CPU.

I had this same problem with a MSI M7. It booted once and never got it to boot again. This is my second board and its doing the exact same thing, no boot. I am really worried the M7 somehow fried the CPU.

Also, one more interesting thing. The two buttons light then turn off and then come back on and stay steady. This is the same through all configurations I have gone through. Including nothing in the board.

Still the same. Power on both OC and ECO come on, shut off and then come on and stay on. CPU fan spins no boot. I took me infrared thermometer and shot the temps on the CPU as it sat there with no cooling, never went above 22 C. I am guessing no power to the CPU. I have tested the rails with a multi meter and they are delivering the power they are supposed to be. I am having a hard time believing I have received three bad motherboards in a row, especially when I changed manufacturers......

I am returning the CPU tomorrow. I have had three diffren't boards fail to boot now. 2 from MSI and one from Gigabyte, its the only thing I can figure is wrong. The original M5 must have fried the chip somehow or it was just a bad part. I have built about 6 systems and this is the first one that I have had so many problems. I have been working on this for a month with all the RMA's turn around times.
