Best cooler for 4.5Ghz OC i3-6100

As the title says, I want to OC my i3-6100 as much as possible. I hear people getting 4.5ghz with proper cooling.

Here are my specs:
ASRock Z170 Pro4
Intel Core i3-6100
EVGA GeForce GTX 950 02G-P4-2958-KR
Crucial Technology 8GB DDR4-2400

So obviously, size is a limiting factor. My price limit is about $30. I will update this thread later with how much clearance I have inside my case. Where exactly do I measure from - the top of the CPU or the motherboard?

What is the best cooler to get me to 4.5Ghz, for the price?

And since my memory is 2400, would that limit how far I can push my cpu? Would it also limiit OCing my gpu?

Hello, I'm using a Hyper 212 Evo cooler on my i3-6100 OC @ 4.6GHz and it's working well. BLCK 125MHz, DDR4 @ 2993 (multiplier 18). Idle temp around 30C, load around 60-65C. My thread is here for your reference: http://www.tomshardware.com/answers/id-3056579/8ghz-core-6100-air-bclk.html

With my Silverstone mATX case the cooler fits well with some room to spare. Top of CPU to case panel is measured for depth clearance. RAM clearance height may be a factor depending on your board. This cooler fits up 37mm RAM height.

2400 RAM will work fine. With i3-6100 BCLK at 122MHz for 4.5GHz, your RAM multiplier at 14 or 15 will run at 2272 or 2434. The 100/133 step of Skylake is making RAM less of a concern compared to previous gen.
