Thermal Throttling on my Intel G3258?

My CPU was overclocked to 4.2 ghz at 1.35 as my voltage. I have had this overclock for awhile now without an issue. Recently i checked CPU-z because i was getting some lag and i realized that my CPU clock was going from 4.2 down to 1.6 or so and then back up. Correct me if i'm wrong but i believe that this is thermal throttling. So i decided to take my overclock off so it is now at stock voltage and stock clock (3.2 GHz) but i am still getting issues with my clock speed. Most of the time it stays at 768 MHz according to CPU z and i haven't seen it go up to 3.2 GHz yet. My temperatures according to HWMonitor are fairly good. Highest core is at 36 degrees Celsius yet i'm still getting clock speed issues.

No. It's normal behaviour, When the CPU is idling it goes to a lower frequency to reduce power consumption/heat. It's called Intel SpeedStep. Your overclock is ok.
