Grand Theft Auto V PC low settings vs PS3

So I haven't played GTA V on PC (just PS3, I know it's low quality but still playable for me). Does low settings comparable to PS3 graphics? I've seen a few videos that PC on low still looks better than PS3. Better texture, higher frame rate. Well, that's YouTube, I can't believe everything I watched on YouTube. I need your honest opinion. So what do you think?

Okay, it looks better on pc if you play it on 1080, but what about if you play on 720 p? Will pc still be better? I don't mind sacrifice the graphics quality as long as it still better than PS3, I think I will play it on laptop until I got a hold of a desktop PC. IF I have desktop, I will play on high settings. My laptop only have 940 M i7 4720hq 4gb ram 1 tb 5400 rpm. Ram and hard drive can b3 upgrade but it will void warranty
