CPU underclocking itself???

So I have an old Intel Core 2 Duo E4400 2.00Ghz, and recently I've been noticing MASSIVE fps drops in light gaming.
I ran Cpu-Z to check the clockspeed of the cpu, and I found out that the clockspeed was hanging at 720.13Mhz.
Also it would sometimes suddenly jump to 1200.00Mhz and then immediatly come back down to 720.13Mhz.
I really need help to see if this can be fixed it's really boring and I almost can't do anything descent with my computer.
Is it an overheating issue or the cpu simply needs to be replaced...etc.

look through the bios and see if you can turn off the feature and see if it helps at all

Nevermind guys the solution was so simple actually I eventually found it out(I messaged a person on this website and he responded saying that I simply might have to apply thermal paste(That's when I noticed that the CPU temps were really high) So I bought a dirt cheap regular thermal paster, applied it, and BOOM! Problem solved. I did have to get the CPU to 1900MHZ(Not the stock 2000MHZ) for it to boot otherwise it would do the same problem again.
