Why cant my pc run certain games?

I have i lenovo Y-40 laptop, don't know the specs but haven't changed anything.

My laptop can run games like Counter strike:GO, saints row 4, spec ops: the line, and call of duty black ops 2 at 60 fps without a problem. But when i try to run games like the witcher 2, I can only run 20 at the lowest graphics selection. WHYYYYYYYYYY

That is kind of weird, should be decent enough.

Can you try to make sure that the in game settings are using your dedicated graphics card, and not the intel integrated?

i found out that i was using integrated but when i open the AMD radeon settings and click on system it crashes:??:

I have no idea if it is a 70 or 80 but i dont think there is much difference between the 2.
I run all my games at the lowest quality possible
