I am building my entry level rig and i just have a doubt if it is required to have a true rated psu for a Zotac Geforce GTX 750 ti . Although i know it does required a 6pin pcie power input i just still wondering .. does it still works on my system i have a 700w generic psu that came from my computer case .

could that be a good choice ? what do i need to prioritize first? a graphics card or a psu .. i am having a very big confusion

Chances are that if it's rated at 700w you'll be fine with a 750Ti, they don't draw much power even at load. But the sooner you can get a decent PSU the better, and the longer your components will last.
