Now here's the issue: from what I've seen/heard/read/researched, the AMD Radeon R9 380 is supposed to be a pretty nice card, capable of running most games on high settings at 60 FPS. However, there seems to be a problem with mine: my games are running at ~20-30 FPS. Note that this is happening with most games, but I will use GTA 5 as an example. I put GTA on high settings, and even used AMD Evolved Gaming's optimization tool for GTA, and it was running at ~20-30 FPS (set to "Quality"). Frustrated, I then set it to the "Performance" optimization setting, and still was getting ~20-30 FPS. I had the latest drivers installed for my card (the 16.7.2 hotfix, using AMD Radeon Crimson software on their site) and when I was receiving that framerate with my games, I installed the previous driver version (16.3.2) and it still didn't work; I received around the same framerate. I don't think my framerate is locked at 30, since when it's on the menus of the games, it reaches ~60, but when I'm actually playing, it drops to ~25. For example, on GTA, when I pause the game, I receive ~60-70 FPS, but when I unpause it and start moving around, it goes down to ~20-30 FPS. I downloaded GPU-Z to see if my video card was running at a lower clock speed than its default, and it's not: the core clock speed, while playing GTA and other games, would reach 1010 MHz, and the memory clock speed would reach 1450 MHz, which are its defaults. My friend, who has a similar build (with the exception of having an AMD fx-8350 processor instead of the one I have), is able to run GTA at 50-60 FPS on the same settings I have it on. Also, like I mentioned, this card is apparently capable of this from what I've seen/read, so I don't know why my frame rate is so low; it's very disappointing, considering this is my first build. I spent a lot of money on this and I'd like the card to perform as I've seen it perform. So, does anyone know how I can solve this and get my card working like how it's supposed to work and have frame rates? I've tried so much that I'm even thinking about sending back the card, but I'd really rather not do that, as I know how this card can perform. Or is my CPU bottlenecking my GPU?
**I realize that my processor is an APU and that my computer could've been using the graphics of the processor; however, this is not possible, as I disabled the GPU part of the APU in the bios. On DIsplay Adapters, only my R9 380 is shown now, and I am for sure using this card.
