Low frame rate on games with AMD Radeon R9 380

Hello there,

So, a few days ago some friends and I built my very first PC. Here is the build: http://pcpartpicker.com/list/snbMZ8

Now here's the issue: from what I've seen/heard/read/researched, the AMD Radeon R9 380 is supposed to be a pretty nice card, capable of running most games on high settings at 60 FPS. However, there seems to be a problem with mine: my games are running at ~20-30 FPS. Note that this is happening with most games, but I will use GTA 5 as an example. I put GTA on high settings, and even used AMD Evolved Gaming's optimization tool for GTA, and it was running at ~20-30 FPS (set to "Quality"). Frustrated, I then set it to the "Performance" optimization setting, and still was getting ~20-30 FPS. I had the latest drivers installed for my card (the 16.7.2 hotfix, using AMD Radeon Crimson software on their site) and when I was receiving that framerate with my games, I installed the previous driver version (16.3.2) and it still didn't work; I received around the same framerate. I don't think my framerate is locked at 30, since when it's on the menus of the games, it reaches ~60, but when I'm actually playing, it drops to ~25. For example, on GTA, when I pause the game, I receive ~60-70 FPS, but when I unpause it and start moving around, it goes down to ~20-30 FPS. I downloaded GPU-Z to see if my video card was running at a lower clock speed than its default, and it's not: the core clock speed, while playing GTA and other games, would reach 1010 MHz, and the memory clock speed would reach 1450 MHz, which are its defaults. My friend, who has a similar build (with the exception of having an AMD fx-8350 processor instead of the one I have), is able to run GTA at 50-60 FPS on the same settings I have it on. Also, like I mentioned, this card is apparently capable of this from what I've seen/read, so I don't know why my frame rate is so low; it's very disappointing, considering this is my first build. I spent a lot of money on this and I'd like the card to perform as I've seen it perform. So, does anyone know how I can solve this and get my card working like how it's supposed to work and have frame rates? I've tried so much that I'm even thinking about sending back the card, but I'd really rather not do that, as I know how this card can perform. Or is my CPU bottlenecking my GPU?

**I realize that my processor is an APU and that my computer could've been using the graphics of the processor; however, this is not possible, as I disabled the GPU part of the APU in the bios. On DIsplay Adapters, only my R9 380 is shown now, and I am for sure using this card.

OP - harsh truth? You have a pretty garbage cpu within that apu. It's certainly going to hold you back in cpu intensive games like gta v. Yes the 380 is powerful but you need more of a cpu

According to those pictures.the 380 is barely getting to fill speed or usage. Massive cpu bottleneck right there

I don't think your cpu would have that much of an impact on performance. Those spikes on the gpu load in your 2nd screenshot bother me though. Does the gpu load actually stay consistent while gaming, and does it reach 100%?

It appears that for the most part, it doesn't stay consistent, and it's not 100% sometimes. The only exception is Minecraft with shaders, here are some more screenshots:

Note that on each of these screenshots, the top (highest value) of the GPU load graph is 100%. The reason why the number says a low number under GPU load is because I stopped playing at the end to take the screenshot of the graph (in each screenshot), and therefore the GPU wasn't being used as much/at all.

What could these inconsistencies and spikes mean?

Do you also have performance issues with rocket leage? In your gta screenshot the core clock never goes as high as in your other 2. As for the reason for the spikes, I don't know what exactly is causing them. Never had those problems. I read up on it, and some people were reporting that this was because of a faulty gpu. The easiest way to tell if you gpu is faulty, would be to try it in another system. You could try your gpu in your friends pc . If the problems persist, you should return your gpu. If he doesn't have the problem, you can try following things.

Delete all of your old drivers, and install new ones. (google how to do it. I suck at explaining things.)
Download furmark, and run a gpu stress test while monitoring your gpu temps, load, etc.

Other than that I can't help you I'm afraid. I hope you can solve your problems.

Dude just upgrade you apu to something like a Intel i3 6100 because using a apu as a CPU is just going to massively bottleneck your system. Games such as gta 5 require a decent cpu as the game is very CPU intensive. Single core performance for a apu as a CPU is awful and wont help you in fps in games. Do not buy a AMD FX CPU as that is a very old architecture and you wont really have an upgrade path for the future. Hope this helps. You also mentioned your friend has a fx 8350 and gets 50 - 60fps this is because he has a decent CPU that can handle the r9 380 without causing a bottleneck. Hope this helps dude :)
