Does SATA port 1,2,3 and 4 are boot order?

My CMOS socket is death. I can't configure the BIOS at all so I will get 2 HDD from my dead laptop to use in my Desktop.

Before I get started, I want to make sure that if the port is a boot order from 1 to 4.

Sorry for my English. I can't really install new windows at all because there's a lot of configure in my old HDD that I can't do the back up at all.
 
Solution
While you can attach a drive with a boot able os on the drive to any sata port that is enabled on the motherboard.

It is always best practice to connect the boot drive to Sata port 1 of the motherboard, as logically most people assume it to be connected at the first sata port.
