My resting CPU Temp is 70C How bad is that?

My computer is about a year old and currently i have not reapplied thermal paste but i am also using a stock fan and CPU that came with the computer. Should i reapply the thermal paste or is there something else that i should do? I currently do not over clock at all and im using the fan that came with my computer (a crappy hp one worth around 300 these days >.>) and my gfx card Nvidia Geforce GTX 960 resting is about 60C, is that necessarily bad and im thinking maybe it could be the case because ive noticed the top (where the power supply is) gets hot pretty often? what should I do? And if you are wondering what computer I have/ the specs

CPU: AMD A8-7600 3.1 GHZ
RAM: 8.00GB Single-Channel DDR3
GFX: 2047MB NVIDIA GeForce GTX 960 (EVGA)

and the case has little ventalation (Some on the side and the back) I have considered getting a new fan but im not sure if the fan thermal paste or what ever is the problem, and I have dusted somewhat recently

70C at idle is too high for that CPU and you are probably thermally throttling. Make sure the cooler is mounted correctly, clean, and the fan is running. If all this is good, try adding a couple of case fans and making sure cabling isn't obstructing airflow through your PC.
