When boot without RAM, beep code responds 3-3-3-0 recurring.
When the RAM is in, PC boots but doesn't POST or beep. Also, Fans don't wind down as they usually would.
Everything is seated correctly. RAM and CMOS have been reset many times in attempts to remedy the problem blindly.
Just ask for any further information, tests & methods.

Computer specs as follows:
PSU - Cooler Master RS-600-PCAR-E3
Motherboard - ASRock N68-GS4/USB3 FX Rev G/A 1.02
CPU - AMD FX 6300 Black Edition
RAM - 4GB DDR3 1600 UDIMM
HDD - Seagate ST3320310CS
