My CPU temps tend to fluctuate after I first boot up my System. Is that normal or not?
When I first boot up, I noticed that the cores switch from 25-30 for a few minutes, maybe five or ten minutes.

Normal. during that time the computer is loading application's and potentially checking for windows updates, some applications may be updating as well so the CPU usage will flux and cause the temperature to flux as well.
