It depends. The gtx 1060 has the best pure performance, but the RX 480 (4GB) gives a lot of value per performance, easily beating the 1060 in Price Per Performance by a significant margin. The GTX 960 is last generation, don't bother with it. If you want to spend $250 instead of $200 get the 1060, but other wise get the RX 480 for $199, as they both will play games on great settings at 1080p and 1440p.

I say be patience and wait til the end of Aug 2016. Let see what the 3rd parities and vendors can do with these two new cards (GTX 1060 or RX 480). Till then use the time to save a bit more cash and continues to research these 2 cards. Make sure you know the standard specs on these 2 cards, it will help you enormously later, when these cards have a dozen different versions.

I have an asus gtx 980 strix in one of my computers and it's quite good. However from a quick search on Newegg I found it selling for $309, and at that price point I do not recommend getting it. That is quite a bit of money, and your price per performance will have decreased significantly at that point, assuming you care about that. I'd save $60 and get the PNY:

It might not have as fast of a factory overclock, but you can easily apply one yourself and it has a custom cooler, not the crappy stock blower one. This is probably the best price per performance one there is, as I don't see a reason to justify the Asus for $60 more than this one. Also EVGA makes one that's able to fit in a Mini-ITX case if you're into that stuff.
