I want to record and edit videos which mostly work fine, but some games such as minecraft record under 30 fps no matter what?

I just recently got a laptop, and it works amazing, but for some reason it will not record minecraft at over 30 fps. Every other games works really well including games that take far more CPU usage than minecraft. What would be the first thing to upgrade in My Laptop.

Specs:

256GB SSD
8GB Ram
Quad Intel Core i5-6300HQ CPU @2.30 GHZ
GTX960M
64Bit System
x64 Based Processor

I have tried every setting in OBS to get it to work at over 30 fps
The game itself runs fine at almost 45-50 fps, but the recording lags and screws up.
If anyone can tell me what to upgrade on my PC or how to fix this it would be awesome!

I ended up fixing the problem. The bitrate I had was for streaming and not recording and I was encoding it weird. I now understand what I did wrong. Sorry for your inconvenience.
