Low gpu usage(GTX 970)

I have an I5 6500 and the GTX 970 turbo from ASUS,the GPU usage stays at 50-60% in GTA V for example,and the cpu is around 90%.Turbo boost from intel is active.When i dont move in the game,the gpu usage goes to high 90's%.Mostly when driving it's around 50%.I get around 100 FPS when driving out of the city,and 140 FPS when staying still.In the city while driving i have like 70FPS dropping to 40's sometimes.The RAM is just fine,using about 6GB from the 8 i have,and the temps are all OK.Cpu around 50 degrees and gpu around 60degrees (with low usage).I tried overclocking but nothing helped,it just got me 2 or 3 fps.I turned all the power settings to HIGH PERFORMANCE in the control panel from nVidia,and Windows.I run Windows 7 Ultimate btw.I think it's not right.One of my friends with a r9 380 is getting better frames than me on very high detail.Also it's not the VRAM issue from the 970,i use about 2.5GB of vram.Can i get some advice to this problem?I spent a lot of my money on this PC and i want it to run smooth as silk.

Also i tried FURMARK benchmark,and the GPU stays locked at +97%,mostly 100%,but in games i checked the intel chip,it stays only at 3.3Ghz and i don't really know why.I checked the bios and i tried the auto and also the ENABLED turbo boost,but it stays the same.Sometimes it will go to 3.5Ghz for like 3 seconds and then go to 3.3 again.
