Can the 390X run on a 650w PSU?

I have the Corsair RM650X power supply. I have been wanting to upgrade to a AMD card for a while and i can afford this card now. (In my area by the way, a 390X is cheaper then the RX 480. So i'd stick to this one since I will use a 1440p monitor.) It has enough PCI-connectors to do the job (8-pin x 2). So i'm wondering if my setup will be enough for it and if i can or can't overclock. If you recommend a RX 480 well i can't because i NEED an upgrade NOW. I currently have a 680 and it won't run anymore. The 390 (For some odd reason) cost's more then the 390x as well. So that won't work either.

Specs:
Intel I5 2400.
Gigabyte Mini-itx Motherboard (h61 + USB3)
8GB + 8GB HyperX DDR3 ram (240-pin, dual channel, 8GB in each slot)
7200 rpm Western Digital 1TB HDD + Sandisk 240GB SDD.
Corsair RM 650x.
Corsair air 240.
No LED lighting, No fans, no radiator/waterblock.

That PSU is a great one and can easily run a 390x.

A Radeon R9-390X needs 31 amps on the 12v+rail and a 550 watt to 600 watt power supply with 2 - 8 pin PCIE connections , your RMX exceeds the requirements.
