Cannot connect to Router

Hello,

currently I have an ethernet into the modem (Arris Surfboard SB6141), and the internet is working; however, whenever I turn on the router (Belkin N+ F5D8235-4 v2) and ethernet into that the modem/intenet light flashes orange. I cannot connect to the internet using the router.
I have already attempted doing the typical fix of reseting both modem and router to no avail. What should I do to get the internet working through the router?

I can't tell you why, all I can do is get facts and put them together to draw the simplest most reasonable conclusion. The facts lead me to this, based upon my experiences.

There are a few other things to try, like a new ethernet cable, verifying the lights on the front, making sure it's not covered with an old T-shirt smothering it. The more information provided the better, have you reset the router and not just power cycled it? have you followed the procedure in the manual to do so ensuring it's been reset?
