Solution
This would be my quick guess in about 5min by pcpartpicker.com

Intel Core i5-6600K 3.5GHz Quad-Core Processor
Cooler Master Hyper 212X 82.9 CFM CPU Cooler
ASRock Fatal1ty Z170 Gaming K4 ATX LGA1151 Motherboard
G.Skill Ripjaws V Series 16GB (2 x 8GB) DDR4-2400 Memory
Samsung 850 EVO-Series 250GB 2.5" Solid State Drive
Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive
NZXT S340 (Black/Red) ATX Mid Tower Case
EVGA SuperNOVA NEX 650W 80+ Gold Certified Fully-Modular ATX Power Supply
Samsung S27E310H 27.0" 60Hz Monitor

That would make aprox 900$

Plus a GTX 1060 and your good to go.

The gtx 1060 came out officially today (July 19) but there's no price on pcpartpicker yet.. You should check also the mouse and Keyboard that you want. I'm not a specialist on keyboards but my advice on a mouse would be a Logitech G502. I have one and I'm very happy with it.

Also I chose the CM Hyper 212X cooler because its one of the most used nowadays. but for 30$ more you can buy a better one like a Noctua NH 12 or a Zalman CNMP 9900Max.

Edit: I did't realize that would be such a huge difference from US dollars do Canadian Dollars. But it's not that hard to lower that value.

For Example instead of the 6600K you could buy a Core i5-6402P. You can also buy a 24" or 22" monitor. Or only 8Gb Ram.. Feel free to experiment until you reach your budget. And then you could show us your choices..
