Is this a good pc and monitor choice?
 
It is a decent build, but can be much improved. The power supply is poor quality, but the monitor is a good choice, and one I frequently recommend on sale.
You'll want to pick up an i5 for futureproofing in terms of GPU upgradability and better multi-tasking performance.
It will cost a bit more, but is well worth it in the long run, take my word for it.
The case is also a bit overkill for a micro ATX motherboard.
This is what i've put together, its about $60 more expensive, but worth it.

What do you mean by "the p400 is overkill" for the micro atx motherboard? I picked it because i wanted to have a red and black theme and it was the only red motherboard i could find that fits the budget.

By overkill I mean that it is very large for an mATX board, and you might want to keep the tower size smaller considering you're running an micro ATX motherboard.
Something like the S340 is a perfect for your build, although I agree that the P400 is a great case, so if you're fine with the size of it, its still a great choice.
You can never go wrong with Phanteks afaik.
