Computer Doesn't Posts, Fans Spin, No Mobo Light, No Dispay, and No Beeps. HELP!

Okay I built a computer and I loved it. But I overclocked my CPU and changed a bunch of setting but the BIOS din't stop me and I made sure not to max anything out. I opend Norton and the whole thing dies.
I tried everything! I moved the ram around, took it out entirely, clear CMO's and BIOS multiple times, Unplugged peripherals, switched GPU to different PCIE, Unplugged MOBO, Unplugged CPU(When I did that fans spun up on GPU and all the ones that were normally on went to full speed.), Unplugging HHD, and I tried to move plugs. Nothing worked. Something strange that happens is the fan I have plugged into the CPU Fan 2 Connector wont spin up, but the one on CPU Fan Connector 1 does along with the other two fans and blue led strip work fine. Checked PSU out seems to work fine. Can someone help I don't know what the problem is!

CPU: Intel Core I7 5820k
Ram: CORSAIR Vengeance LPX 16GB (4 x 4GB) 288-Pin DDR4
GPU: Asus ROG GTX 960 OC edition
PSU: Corsair CX 750m
HHD: WD Blue 1TB
Cooler: Hyper 212 EVO

I switched the BIOS jummer from pins 1-2 to pins 2-3 nothing happened?
 


Did you switch them back from 2-3 to 1-2?

Yes I did. Nothing, I also pulled all my ram pulled 12v rail from CPU and took out the GPU same thing happend. Dead mobo?

 


You've gotta take it outta the case to send it back for warranty, should still be under warranty. Might as well breadboard it, if you do that and it comes up nothing, then you've pretty much done what you can test wise. Might be grounding on something in the case. No POST but power to the fans LEDs signs to bad/corrupt bios, but there's other things it could be. Are all the fans spinning at max? Do you have a case speaker hooked up to the motherboard? Is it giving any beep codes?

Fans do spin to 100 I think but its not the CPU because when I pull the CPU's power the GPU's 0db fans spin to 100. I got the bored back in September so you think it can be replaced?
 


If you bought it new from a reputable retailer, yup, AsRock should replace it. If you bought open box or refurb or from eBay or something like that, probably a loss.
