New gpu installed. now onboard wont even work please help

Hi.

So recently my old GTX 660TI Died. Went onboard for a couple of months till i get a new graphics card. My aunt from the us hits me up with a great deal in newegg about an msi r9 380 4g. She said she could bring it with her so im like hell yeah. So for that i got a brand new Seasonic psu (m12ii-520-evo) so i got everthing set up. Booting up the pc. Everything seems to light up and spin but no beep. Bios screen. Nothing at all. Wtff. Sure maybe update bios. Trying to boot with onboard without gpu installed since wont boot at all. Sure seems fine boots up beep happening bios splash screen, Windows loading screen but then monitor loses signal.

Wtf is going on. I tried putting it in the second pci slot didnt work. Reset bios with cmos jumpers and battery. Unplugged everything and plugged again. I can access bios when onboard if i clear cmos. It detrcs the cpu. Ram. Ssd and all.

Edit: also thr pc litteraly shocks me. If i touch the case it shocks me. If i try to connect the power cord to the psu it socks me wtf

CPU: i5 3470
MB: B75M-D3H
RAM: 2x8gb ddr3 kingston fury black 1600mhz
PSU: Seasonic M2II-520-Evo fully modular.
Case (if it matters): Sharkoon BW9000W
GPU: MSI R9 380 4G gaming twin frozr
 
Solution
It's obvious something is wrong with PSU, only voltage that can shock you is on the power input side, everything after that is 12VDC maximum and can't be felt.
DO NOT USE IT LIKE THAT, you might burn everything inside if it didn't already !!
