Computer won't boot and mobo fans not spinning

Hi, I am having a problem with my computer. It is fairly new (built it a couple of weeks ago) and it won't boot. It was running fine, with no hiccups, until it just randomly shut off and when restarting, it will not boot or power monitor and the fans that are connected to the motherboard don't spin (but they flicker right after shutting off the computer) but the ones plugged directly plugged into the PSU spin fine. It could be a PSU problem, as it is a little old, but it is a very weird circumstance. Any help is appreciated
(asus z170 pro, intel i5 6500, 16gb ddr4, 600w PSU, GTX 960, Samsung EVO 850 256gb)
tl;dr Computer won't boot.

EDIT: I have fixed the fans after a cmos reset, but it will still not boot.
EDIT 2: Computer working fine with new PSU.

Thanks for the reply, I will test another PSU tomorrow, but I have managed to fix the fans already (cmos reset), so I do not believe it is a PSU problem anymore (although between mobo and PSU problems, I hope its the PSU). The computer is at least waking my monitor, so I believe I am getting closer to a solution.
