Extremely slow internet only on specific pc - internet is fine on other devices

So, i have a dillema and i have no idea how to fix it:

My ping is fine (20ms on speedtest.net if i pick the closest server to the location), however when i browse the internet (loading pages, videos on youtube) or when i download things, my download speed is fine for the first few seconds (~1MB/s) and after a few seconds it rapidly drops to 0.1-50 KB/s. (It's quite horrendous trying to download a movie when your downloading speed is 0.1KB/s) I've tested the internet on the other devices in my house and the internet works completely fine. My antivirus (ESET NOD32) didn't detect any viruses. Occasionally when browsing I might receive an error that i am offline (despite the internet working on other devices), or an error regarding the DNS

If I pause the download then continue it, it works completely fine for the first few seconds, then once again has a steep drop in the speed. I have no idea how to fix this, please help me.

What info about my PC do you folks need me to provide? (info about my PC -http://pastebin.com/f0xEDVvC). if there is any more info you need please tell me what to do and i'll get it for you

I fit the requirements, youtube was just an example. Other video streaming sites, or simply downloading stuff, is extremely slow, even though my internet on other devices are fine. I have the most up-to-date version of Chrome and my connection on other devices in the house is ~18 Mbps

Yes, i just checked to make sure, and i have the most recent version of flash as well. This problem isn't just for streaming videos.
