GTAV (and some other games) FPS drops

Helo guys, sorry for my english! :(
I have some issues. My fps in gta is wildly jumping. Radomly between 19 and 70.... The graphics is absoulutly on low. CPU's temperature on 100% is 55 celsius, my harddrive's s.m.a.r.t table is perfect, bios version on maximum (P1.80), my PSU is perfect too, i dont have virus (i use the Bitdefender 2016 what is the best now, as i know), my performance is totally compatible with each other, the energy save functions in Bios are turned off, the energy save is set to high peformance (min 99% max 99% i see this set up in a video but still doesnt work for me), my harddrive is 100/100, etc... I guess, my last chance is to take the cpu to a service. :( Oh and i installed a DLC what is supposedly fix the fps drops while im driving in the game. (but i still have this problem why im on foot)
My performance:
Motherboard: Asrock N68VS3-FX
CPU: AMD FX-6300 (not overclocked)
GPU: Gigabyte R7 360 2GB OC
Monitor: LG 1920x1080 plug in with DVI-A
PSU: 550w Chieftec smart edition ( i dont know the exact type of the PSU, sorry)
HDD: 500GB WD
CPU's Cooler: Gammax 300 tower fan with 3 copper pipes
Case: Areocool JR. Silver edition (one 80mm and one 120mm fan)
RAM: 8GB DDR3 (on 4GB with 1333Mhz and one more 4GB with 1600Mhz, i know both of them works on the lower Mhz)
Drivers and other stuff are on the newest version.

I'm playing on Witcher 3 (medium 40-50fps) and there is too fps drops but on 30-40-50 range what is acceptable. The older games (for example the 2012 Most Wanted or The Metro 2033 Redux version) works fine on maximum graphics, 60FPS.

So, what should i do? Take the processor to a service or...? Any ideas?

I highly doubt your cpu is causing this issue, why do you think that? Do you have the latest graphics drivers installed? GTA V is not going to run that great on an r7 360 but it should do better than that, are you sure your settings are on low? Did you turn off the settings in advanced graphics settings as well? Witcher 3 and metro seem fine so im doubtful you have any kind of hardware issue or it would be apparent in those games as well.

Yes i have the lastest drivers and everything is set down to normal (that is low in gta) and the other stuff turned off (fxaa etc..). I watched some videos and they set the graphics almost everything to high and has min 40 fps... Oh, and now i played some Fallout 4 and have the same problem... Wildly jumping between 20 and 50 fps...

It's definitely not your CPU, as my 3570k does that as well. It's more than likely your graphics card. Either GTA V on low is using all of that VRAM, or you don't have some of the settings turned down. Comb through all of your settings to make sure everything is at the lowest it can go. Otherwise, try a fresh install of GTA V.

Edit, I may have found your issue. I think your PSU isn't able to supply enough power to your GPU for GTA V. Which is weird considering it works for every other game but this one. Here's what I found, though I don't know if this PSU is your exact model, it's the closest I could find.

From what I found, the r7 360 requires 33 AMPs on the 12v rail. This shows that the maximum output for the 550Watt Chieftech PSU only outputs 20A. I could be totally wrong on this, but it's just a thought to consider.

We're not looking for wattage. We're looking for Amperage. That GPU you have requires 33 Amps, while your power supply can only provide 20 Amps to that 12v rail.

That psu has 42amps on the 12v rail, it has enough power but cheiftec psu's are known to be low quality but still im doubtful it would cause a performance problem like this usually a low quality psu will just result in instability and be prone to failure but not performance issues as far as fps in games. Fallout 4 is another very demanding game that does not run well even on my fx 6350 at 4.7ghz with a gtx 760, but again on low it should do better than that. Im thinking its a software issue, most likely something to do with your drivers.

Do you have GPU-Z or msi afterburner or something? If so let me know what the core clock gets up to in games and if its remaining at or near that clock the entire time your playing.

Yes on a single 12v rail, it has three. 12v1, 12v2, and 12v3. Combined they can provide 42amps, I linked the label thats on the psu were they combine the rails in that spec sheet

Ah, my mistake. I wasn't sure what the split 12v1, 12v2, and 12v3 actually meant. Thanks for that clarification. I have a feeling that if it isn't hardware related, there some sort of setting thats not turned down in GTA V.

My config should run Fallout 4 on medium-high 40-50fps. I'v downloaded the Radeon Software 16.7.2 Crimson edition what is the lastest now. It's not a software issue i guess.
