New build won't reliably turn on, unsure what to try next

I decided to build a gaming machine using a recommendation from pcpartpicker but I can't get it working reliably in even a minimal configuration.

If I set the motherboard up with one or both sticks of RAM, the CPU with fan, and the PSU then start it by jumping the power switch pins with a screwdriver, it turns on occasionally and beeps to indicate a POST. I've been able to have it reliably turn on for a period of about 5 minutes, then come back to it being cold again.

I tried using the switch on the case and had it working for about 30 minutes and POSTing, until I installed the video card and then it was dead again. I unhooked everything except the minimal configuration and it turned on again, but then stopped about an hour later.

Does this sound like mobo or PSU problems? It's plugged in directly to the wall and I tried two separate outlets (thought it might be a bad ground.)

Update:
I also used a power supply tester which showed 11.7V, 5V, and other numbers looked OK (no alarms but I'm not an expert.) The tester turns the PSU on every time.

The motherboard has no indicator light that I can find.

PSU: EVGA 220-G2-0650-Y1 80 PLUS GOLD 650W
RAM: G.SKILL NT Series 16GB (2 x 8GB) 288-Pin DDR4 SDRAM DDR4 2133 (PC4 17000)
CPU: Intel i5-6500

Update 2: I installed a Corsair 750W PSU and everything seemed OK. I was able to install windows and run for about 4 hours.

When I tried to wake it up this morning however, it just started power cycling. Now the switch won't respond at all.

I am going to replace the motherboard tonight, maybe it's shorting? I'm honestly not sure.
