Can You Clone a 1TB Hd Holding 150 GB to a 250 GB SSD?

I get answers both ways! Can I clone my 1 TB HD to a 256 GB SSD? I do not store movies, videos, music, etc. so my 1 TB HD really has only 150 GB in use. So why bother? Because the HD is desperately SLOW-running. Please explain your answer.
