Power Supply Issue - PLEASE HELP

PSU model: Corsair CX600

Yesterday, after shutting down my desktop PC (that I built about two years ago), I noticed something strange. The mouse and headset LEDs were blinking in a steady pattern and the fans were spinning (just the case fans. The CPU cooler fan stayed still). The power button was completely unresponsive. I tried unplugging and plugging it back into the wall socket, but the problem continued (the fans would automatically start spinning and the LEDs would blink). The only way to make this stop was to switch off the power supply (this would start again if the power supply was switched back on). I stopped one of the case fans with my finger and felt the same pattern (it would start and stop spinning as it progressively would go into its full speed). I then stuck a toothpick into the power supply fan and got the same pattern, which eliminated the possibility of a motherboard malfunction since the power supply relies on itself and still had the same issue.

I am assuming that my power supply is just done and needs to be replaced, but I wanted to confirm my theory and also ask just in case there is some sort of fix for this.

NOTE: I had replaced my power supply once before about a year ago when my PC had booting issues (I believe the problem ended up being in the motherboard and I had replaced the PSU for no reason). This means that I am not aware that I have a receipt for it, so I'm not sure how I can return the power supply since this current one is already a replacement and the Corsair website states that I need proof of purchase (I might be able to find some sort of paper with information on the replacement that I made a year ago to show that this now broken power supply was a replacement unit sent to me).

Sounds like it may well be dying, might chack around and see if you can borrow one from a friend or co-worker and try. If you do buy new, stay away from the CX series, they are made with weak caps a often run into problems
