im not using terms i don't understand and yes whats the proplem if i ask here its made to get answers m8 and moniter will affect or even keybored -.-
 
Motherboard is the last thing to be the problem.
the only real problem is PSU.
Other things will only cause GPU not to run at 100%.
Which is fine. I have games where there is no need for 200FPS.
You want more GPU to be used, get monitor with higher resolution,

i don't think so but suggest me abetter monitor then but with agood price and tell me the difference between mine and the new one u would suggest for me
 
Your monitor can display 60 frames per second.
The GTX 1070 is able to do 100-200 frames per second in most games on 1080p with highest settings.
so it's a waste. if you want to keep that monitor, 1060 makes more sense. it can do 80-120 FPS in most games on 1080p.
So a good upgrade would be 34-35" 21:9 monitor with 3440x1440@75Hz. that will be good pair for the GTX 1070.
They cost about 300-400$
