Is my i5 4460 bottlenecking R9 380?

I'm getting below par performance in terms of low fps and screen lag and I was wondering is this due to CPU bottlenecking ? Below I have some graphs to show what I'm talking about:

The CPU isn't bottlenecking the GPU, which games you're testing? and resolution?

Rather strange then. All I know is that Americas Army only utilizes one core so that could be the problem ? The screen lag on the other hand usually comes around if the pc has been left on for over a day or so. No obvious reason as to why though, everything seems to be normal in MSI afterburner and task manager while the lag occurs.

Could it be due to the 6GB page file usage while in game ? I only have 8Gb ddr3 ram.
