Seagate Barracuda Running Near 100% With Low Usage

My cousin has a seagate drive, and while only barely using it, it is running close to or at 100%.

Any suggestions?

It can't even run minecraft on medium settings above about 80 fps. He has an i5 4590 processor, and a 750ti.

I agree with @captaincharisma! But I'd also recommend you check the HDD usage after swapping the SATA cable that is connecting the HDD to the motherboard and also changing the SATA port itself. It might also be a good idea to run the HDD manufacturer's brand-specific diagnostic utility, as it will help you determine the health and SMART status of the drive.
What is your cousin's Windows OS version? I'd also suggest you try disabling some Windows Services that could also be causing these spikes.
