PC won't power up if the 4-pin CPU connector is connected

The only connection i have right now is the 24-pin connector for the mobo.
The pc powers up properly the fans spinning for a long time.

But when I connect the 4-pin for the CPU, when I press the power button, the fans (both PSU and CPU fans) only spins for a second then stops, then does it again repeatedly until I unplug the power.

I already check the power supply using the paper clip test and it works fine. Could it be that the mobo is dead?

It can suggest that you have, or may have connected the wrong set or four pin power plug to the Four pin 12v E-tax or Eps feed from the power supply if you have more than one four pin plug from the Psu.

If your Psu is modular check that the modular cable is connected to the right set of four pin connector block of the Psu.

As on some modular power supplys they put a Four pin 12v Pci-e connector next to the four pins used for 12v E-atx connection or 12v Eps.

The way the plus and minus power feeds are wired for 12v Pci-e and 12v E-atx or 12v Eps power blocks are wired differently.

And why if connected the board refuses to boot when a four pin is connected.
Please double check what, or where the four pin if the power supply is modular...
