Question about CPU, Graphics card, and memory

Hey, so I dont know much about computers and need some help. Right now my cpu is an intel core 2 quad q9400 @ 2.66. I also have 8gb of ram. I want to buy a new graphics card (thinking about gtx 750 ti) and I want to know if my cpu will bottleneck it. Do I need to invest in a new cpu? Also what can I do so that my games will run more smoothly with a browser open in the back with a stream or youtube running. Right now my my games run slower and have reduced fps if I do this. Thanks!

Your processor is fine to handle a 750 ti for now, if you do want to replace it you shouldn't get anything weaker than a i3 6100, which will require a new motherboard and ram. A Q9400 is now for multi tasking, i recommend you leave nothing open when gaming. If you really want to multi task get the i3 6100, or if your budget allows an i7.
