is my spec cause bottleneck for new 2016 Graphic card?

I prefer to upgrade my graphic card to RX 480 or GTX 1060

is this new graphic card can cause bottleneck problem with my comp spec?
or is there anything else I need to upgrade?

I've seen some vid on how to improve ram by modify settings in Bios. but is this really valid?

That monitor is by far the weakest component in your system. I'd say out of everything you'd get the largest benefit from upgrading to a larger, higher resolution monitor — an upgrade which would give you good reason to update to a newer graphics card. The GTX 1060 or RX 480 are fine to run 2560x1440 resolution monitors, which have about 2.84x as many pixels compared with your current monitor.

Regarding your RAM, you might be able to overclock what you've got, as your motherboard officially supports RAM OC up to 2200, but the RAM sticks you have might not overclock well as it appears to be budget RAM. Any low-latency kit at 1600 or above would perform well at any overclock. The main thing that would help going forward would be upgrading from 8GB to 16GB. I'd suggest just picking up a 16GB low latency kit like G.Skill ripjaws or something like that. When you're looking at the options at a certain frequency, just pick the kit that has the lowest CAS latency for that speed.
 
I've seen massive improvement. When I got my 390 I had 1333 sticks. Bumping up to 2133 saw 10-15 fps in stuff like far cry, fallout, various cods. I'm not saying it applies to all games, but with hr processor overclocked the faster ram absolutely helped for a very small outlay. Granted, mileage will vary with a non of cpu

Are you 100% sure about that?

Ive tried games at 1333/1600/1866, and it was all within 1-2fps.
 
I'll be more specific. It doesn't increase average frames. It increases min frames and helps eliminate drops. For eg. The bit in far fry 4 outside the temple wjrh loads of people. Same settings, ram 1333, about 45 fps but cup and gpu both dropping. RAM at 2133. 58fps. This happens a number of different places. Just cause 3 was the same.

Yes I was surprised and yes average frames maybe 5fps tops. But min frames for me....big difference to playability.

Imo don't upgrade ram, it's a waste. Regarding the gpu, i would upgrade to a gtx 1060 or rx 480, regarding the monitor is would upgrade to a 1080p or 1440p monitor but if you can't you will be fine but your gpu might not be used to its full potential unless you max out settings in hard to run games.

thank you for your advice, I honestly didn't really can OC as my cooler was only a simple fan. I always thought that OC need at least a better cooling system. CMIIW
The reason why I purchased that MB is because back then in 2012 I was told it was a decent option/ maybe the shopkeeper were succeed in fooling me into buying more expensive parts
because as u can see my psu 700w was too big for my settings,
since then I decided to learn more before I upgrade

btw,I looked at my ram case it was Corsair Vengeance 2x4gb
I don't know whether it was a budget part or not.
I think I'm still gonna stick to 8gb for at least 2 more years.

and I've purchased the new monitor LG LED 20” 20M38H-B FHD(1600x900@60Hz)
it's still a cheap one as I bought it only for USD$ 83
but still a lot better than the old one IMO

I decided not to buy a big monitor as I decided to save the money
to buy the USD$ 316 ZOTAC GTX 1060 AMP edition
It was really expensive in my country but as I was still bit lucky
because in other shops, people only got a normal edition of Zotac GTX 1060 for the same price
