AMD RX 480 Power Requirement

I have a question concerning the RX 480:
Since I'm interested in acquiring an RX 480 4GB unit for an ITX System my options on SFX Power supplies are limited and currently have my eyes on the Corsair SF450 that comes with Gold efficiency, modular cables and a rather decent price for the quality. Now I've heard completely conflicting information from different sites since the launch end of June. Some places I read it rarely actually draws the amount of power thats specified, while on the other hand there was the PCI-E power draw issue and frankly PSU calculators and the TDP information are useless. And frankly I have no knowledge on what information about a GPU tells me how much wattage I need. SO in conclusion my question is this:

Would a 450W Gold-certified PSU unit (Corsair SF450) suffice for an RX 480 4GB in an ITX System, paired with an Intel i5 6600 (non-k)? (2 fans, 1 HDD, 1 SSD)

The simplest way to completely avoid the PCIe power issue if you don't want to rely on the power steering patch is to wait for non-reference designs.

As far as power supply capacity is concerned, your PC should require less than 300W, so a good quality 450W PSU will be vastly sufficient.
 
There IS NO PCIe Power Issue.

They fixed this in the latest driver revision which rebalances power distribution slightly. It also adds a new operating mode for the GPU that is even more efficient and has a mere ~1 FPS impact in performance.

This guy tested his on a 400w PSU, and it worked fine after the driver update:

He confirms this in the FX 6300 + RX 480 bottleneck test vid. New driver works fine, and his 400w PSU was enough.

Well I was anyway waiting for custom models, specifically the Sapphire or Asus models, which I find aestheticly most appealing. But if paired with an Amd FX 6300 it can b run with a 400W PSU then paired with an i5 6600 which has only a TDP of 65W opposed to the FX 6300s 95W, my 450W PSU from corsair should b a perfect match, no?

I know that this is an old thread, however I really hope that you reply.
I got a second hand Gigabyte G1 RX 480 8gb today, and tried to plug it into my system - it didn't work.
I'm using an old Corsair HX520w PSU, which apparently only has 18 amps on the 12v rail.
Would this be the reason why it didn't work?
The LED's on the GPU started up, however the computer wouldn't boot when I plugged in the 8-pin connector.
I'm looking at getting a Thermaltake Toughpower GX1. Would that suffice?

I got the Thermaltake PSU because it was in a local store, had a 5 year warrantyand my previous experiences with Tt have been really good. That being said, I also had a really limited budget, and the Tt PSU i bought was the best one available for the price. I would have preferred a Seasonic, but finding them in Australia is like finding a needle in a haystack - they're only available online, and shipping if f*cking expensive!

Yes that could be the problem, but doesn't necessarily have to be - I have already experienced incompatibilities between the gpu and other components. Though I can definitely recommend trying it with a different psu if you believe that to be the problem. Any psu relatively recent PSU with preferably min 450W should undoubtedly suffice.
