It read to me like you were suggesting the 480's over the 1070's which is not something I would ever consider putting my own money in. Tom's for some reason doesn't like to give you the option to quote when using a mobile browser, its really annoying.
Without the rest of the system its impossible to say what will work, you might need to upgrade PSU, your CPU might hold you back or if your motherboard does not support crossfire then 2x480 is not an option (not that I would do this due to variable crossfire support in games)

well he didn't aask for build advise or anything like that, he wants to know the best gpu under $500

Someone asking such a question is unlikely to be fully informed on gaming PC's otherwise they would know the answer. Therefore to help them the most it is best to workout if they are even asking the right questions.

Anything more specific? I aimed for GTX 1070 at the start of my build, idk which one though.

Other than you're asking, please don't use G.Skill TridentZ RAM sticks. They're no different in price than Corsair's Dominator Platinum (Even though it's your freedom, I just suggest things here). 1200W is enough for even dual GPU build. RX 480 CrossFire are definitely more powerful than GTX 1070. Check YouTube videos for proof.

SAPPHIRE NITRO Radeon R9 Fury is now $380 on ebay and most can be unlocked into a FuryX. That would be your best price/performance ratio in the high end.

If you don't care about price/performance ratio get a 1070 and OC it.

You should start a build thread stating budget, there is a lot of wasted money in that build and a 1200w PSU is ridiculous, 850w would allow you to run sli 1080's. By saving on the wastage you could easily fit a 1080 in your budget which will be better suited to your monitor

Any concrete suggestions?

https://www.youtube.com/watch?v=Zm7Jci6m0Ak also this video speaks different

Crossfire 480 is ok in games that support crossfire well but what about all the games that don't support it well or not at all? Given how slow AMD can be at bringing out crossfire drivers for modern titles I would not put my own money there.
