CPU bottlenecking my GPU?

So currently I have an nvidia gtx 960 2gb and an intel i5 650 3.20GHz processor. I've been getting around 50-70 fps on all low settings while playing Overwatch, but I feel like this is possibly quite low for my GPU. I've seen people with the same GPU getting higher fps (around 100-120) compared to mine. While playing I get about 40-50ish% GPU usage, but my CPU usage is always at 100%.
I don't really know if the fps I'm getting is normal for this graphics card (especially at such low settings), or possibly it's underperforming due to my CPU. I've been considering upgrading my CPU for a while, so do you think it will help?

If your CPU is consistently running at 100% while gaming, then it is certainly holding you back with that game. The question is, would you notice? If you didn't have the FPS numbers displayed, would you really care?

If yes, then it is time to upgrade your system. New motherboard, CPU, RAM and OS. Typically, that will run you around $400. Are you that concerned about FPS?
