So i have this in my pc:
GTX 950 2GB
8GB RAM
and i am buying an i5-6500.
My PSU is GPA-400S8 400W which has 400W. Now my question is, will it be enough?

PS: I edit and render a lot of videos and play games.
Thank you :)

Well it´s a reliable way of calculating power usage needs, you could put your whole machine there and test again if you geet under 400W recommended usage I even used a more power Hungry graphic card so I think 400W seems logical and more than enough

If you still didn´t bought the PSU than I would take a 500 Watts instead, is actually never safe to be so close to the Limit, and the 500 Watts have almost 0 price difference.

Chieftec psu's aren't really good quality so pick another. For those components is a 450watt already enough,if looking to upgrade the gpu to something that uses a lot of power might 550watt make sense.
Look at tiers 1+2 in the next list for good psu's,

tier 3 will do as well if you can't gt those higher tiers or the budget is to small. The tiers 1+2 are just better quality with tier 1 being the best.
