Can a CPU(Incase of bottleneck) Give frame drops?

Hi. I'm having kind of a weak CPU compare to a medium graphics card. I would like to know if that's the reason i'm having frame drops(GPU Usage Drops)

Literally every game. Even freezing sometimes. My temperatures are good.

I would recommend monitoring your CPU/GPU temps, core clock, usage using something like MSI afterburner/rivatuner.

Try and look for your CPU jumping to 100% usage, if it does that, verify your CPU's coreclock isn't being throttled.

Everything's fine. Temperatures, Clock, Everything. Issue is that my GPU usage drops. That makes the GPU work less for some seconds and it causes it to have frame drops. But IDK WHY it's happening. So i think it's the processor
