Decent PC Build runs games with stuttering and screen freezing

Hi.

My PC specs:
Intel core i5-4690k (overclocked to 4.5GHz)
Nvidia Gtx 760 (overclockable, 2gb VRAM)
8gb RAM
Z97M-PLUS motherboard
240gb ssd + 1tb hdd

This is a decent build for sure. I achieve 60fps in most games at 1080p almost all the time. The problem is, no matter how good the game runs, even if it's pure 60fps, i'm still experiencing these small 1-3 second screen freezes (stuttering, freezing). After a few seconds of inactive screen, everything starts to work without issues for another 1 or 2 minutes, like nothing has happened - back to 60fps. After a few mins the stuttering strikes again, and again...

First of all, i've thought it could be a "not enough memory" problem. I've tested it while running minecraft. CPU load: 60-85%. The game has been using 6gb of ram out of 8gb available. My conclusion - its not ram problem. Then i checked GPU VRAM usage while in-game. It said minecraft was using 1.3gigs out of 2gb available in my gtx 760, gpu load 22%. GPU Temp was ~45 degrees of celsius, never reached 50. I saw 1 interesting thing: when screen freezes happen, my gpu's core and memory speeds drop down more than 10 times for a second. from more than 1100mhz they go to something like 130-100mhz. After a second they go back to normal 1100mhz rate. Every screen freeze i see is equal to that frequency drop.

For all those, who want to tell me that my massive cpu overclock throttles the whole system - no. i've spent a lot of time, really, tons of time using/testing/checking performance with and without overclock. My cpu never goes higher than 60 degrees when under heavy (99-100%) load. Stressing cpu with 4.57GHz left me with 58 degrees temp. (great custom cooler)

All drivers up to date. All games tested are 100% installed on SSD disc.

I've been playing BF4, all settings on ultra --> there was only 1 map and 1 specific place where i get a fps drop (thats because its too much for my gpu), but every other heavy action packed situation runs smoothly, no regrets. No screen freezes.

Skyrim 5 - 2 days of playing that game, i received 1 game crash. Ultra graphics look great, pure 60fps 1080p.

Windows 10 were freshly installed, so i can only test 3 games right now. BF4 - great. Skyrim - screen freezes are not very frequent, but they do happen.

Minecraft - screen freezing/stuttering every 1 or 2 minutes, sometimes every 10 seconds.

I was just thinking.. Is it just my opinion that minecraft's optimisation is really poor? (since minecraft requires a lot of resources and runs much worse than ultra settings bf4 online with 64players)

I dont know if its lottery or what, but there is 1 chance out of 10 that minecraft would run perfectly, no matter how i run it, but other 9 times are unplayable.

Any ideas?

I've opened my PC case, cleaned everything up, checked the connections, re-connected them to be 100% sure. Nope, it wasnt the problem.

I sorted this out by allocating more memory to minecraft, because 180 mods and high resolution texture packs require much more data to be stored. I dont understand why this is not automatic, why such programs/games cant use all the free memory and power i have :| The game was running so poor with 2gb mark leaving 4 gigs unused in my rig, when i made it up to 6gb of allocated ram, all problems disappeared. Btw now it only uses ~3.5gb of it with insane field of view. I dont understand why, but skyrim problems disappeared too --> is it possible that dust reduce performance so much? (i've cleaned every...

Edited: minecraft with mods requires much more ram, freezing spikes still appear, but overall experience is 1000x times better. (My client uses 93% of 6144MB allocated ram at medium field of view and it's only growing)
