Hello, I recently got all the parts for my newer pc.

After setting it up and starting it I get this: https://imgur.com/a/JZO8b

The debug code hangs on for 0.1 seconds (literally, I made a video and then paused it right on to get that photo/screenshot) and it stays on for 5 seconds before restarting, it does on a loop again, starts for 5 secs, shutdowns and reboots, moniter shows nothing, loops again. So I can't enter BIOS

I have a feeling it's the CPU, that is incompatible with the BIOS, CPU supports BIOS version "F9" while we have version "F7", so it can't start with that CPU, there are no bent pins by the way.

So what the hell is this?

I get something like this: https://m.youtube.com/watch?v=bU-vveCekkM

Product Name: GA-Z87X-UD4H (1.x)
BIOS Ver: F7;
CPU model: Intel Core i5-4690k;
Operating System: Not installed because once again I can't even load on BIOS
Power Supply: 550w
Memory Part No.: F3-12800CL10D-16GBXL
No graphics card yet.

Solution
The code doesn't seem to be any kind of valid code.
But, given that it is a z87 board and you have a Devil's canyon cpu, it is likely bios version incompatibility.
How do you know your BIOS version?
If it is true that you have F7, then it is quite clear what the problem is.

The only solution would be to put a real haswell cpu (not 4690, 4690k, 4790 or 4790k), upgrade the firmware, and then put back your 4690k.

By the way, did you know that an upside down C is just a C?

If you take a look at the screenshot, you see where the letters are and it says "Ultra durable"? And other stuff like that? Means it's supposed to go that way, probably.

BIOS version F7 is the original version that sits in that motherboard, so when you buy it, there's a F7 version in there.

I'm just not sure, does it blink like for this guy: https://m.youtube.com/watch?v=bU-vveCekkM
The same way because of the CPU being not incompatible with the bios?
Sorry if the English is bad.

I asked about the firmware version because, in my case, I bought a G1 sniper Z87, but the firmware I got was updated, so it supported Devil's Canyon (Haswell refresh) out of the box. Maybe the seller had upgraded it, I don't know.

I can't think of any other possibility than old firmware with new cpu incompatibility. The only solution would be, either to borrow a Haswell cpu, or to take your motherboard to a shop where they can upgrade your bios. That last one should be the cheapest option, if you don't have access to another cpu.

I just took some non-server CPU that had compability with the f7 bios, will see how it goes, thanks for your answer !
