Im buying my first gaming pc wich of the 2 is better im not planning to overclock.

-CPU: AMD FX-6300 Six-Core 3.5ghz
-GPU: AMD XFX R9-380-2GB DDR5 HDMI, DVi, DP PCI-E
-PSU: 600W
-HDD: Sata3 1000Gb 7200Rpm harddisk
-RAM: Micron 8Gb DDR3 1600mhz
-Mob: Gigabyte AM3+ 78LMT chipset

Or this one?

-CPU: Skylake i3-6100 3.7Ghz
-GPU: VGA Nvidia Geforce GTX950-OC-2Gb DDR5 -1x DVi-i, 1x DVi-D, 1x HDMI 1x DP PCI-E
-PSU: 500W
-HDD: Sata3 1000Gb 32Mb 7200Rpm harddisk
-RAM: Crucial DDR4 8GB-2133mhz
-Mob: Asrock H110 Intel Chipset

I would go with the i3 build. Better CPU performance, and the GPU is not that much slower, than a 380. You also have an upgrade path. AM3+ is a dead end.

Wich of the 2 will get better fps at gta 5 fallout 4 and overwatch

Theybare no longer making any CPU's for Am3+ the best you can get is out. The best there is is the 8350 (yes there are more like 9590and wHt not but your best choice isthe 8350.... thats coming from a guy who has a 9590, 8320, 860k and had a 8350)

For skylake you can upgrade to an i5 (quad core no hyperthreading) or i7(quad core with hyperthreading).

For gaming intel is currently better (AMD's zen pending) that becuase games cant utilize all the cores that amd has.
