Fx 8320 overclock

Hey guys so i'm having a weird problem, i overclocked my fx 8320 to 4ghz in bios, but when i go on desktop and check task manager it says that my target speed is 3.5 and shows the cpu running at 3.4ghz, but when i open AMD overdrive it says that my target speed is 3.5 and my processor is running at 4.0, any help?

What does BIOS say that your CPU is running at?
Make sure you have Cool N' Quiet disabled.
AMD Turbo Core Technology should also be disabled.
Also make sure that your temps aren't too high.

the problem was the Cool N Quiet, i forgot to disable that, and now everything seems to be working fine.
