BTW, unplugging the router certainly protects your network when it is powered down. I know several folks who do this as a matter of personal network security.

Not necessarily. Often, you get the same one.

The ISP may have a small block of IP's per neighborhood.
Or, their DHCP says "Oh look, here's Brewskee's router again. Lets give him the same IP address, because I don't want to think about it much."

All depends on the setup and policies of the ISP.
