Best Upgrade Parts For My Brother's Custom Gaming Computer?

So my younger brother has build a custom gaming computer with my help. It almost totaled $600 dollars.
1) The Motherboard is an ASRock Z97 Anniversary(http://www.asrock.com/mb/intel/z97%20anniversary/),
2) the CPU is an Intel Core i7-4790 Haswell Quad-Core 3.6 GHz LGA 1150 84W Desktop Processor Intel HD Graphics 4600 (http://ark.intel.com/products/80806/Intel-Core-i7-4790-Processor-8M-Cache-up-to-4_00-GHz),
3) The RAM MEMORY 32GB HYPERX DDR3 (http://www.hyperxgaming.com/us/memory/fury),
4) the Power Supply Cooler Master 550 Watt (http://www.coolermaster.com/powersupply/office-home-elite-power/elite-power-v2-550w/),
5) and the Video Card MSI Radeon R7 250 2GB GDDR3 OC Edition (https://us.msi.com/Graphics-card/R7-250-2GD3-OC.html#hero-specification).

Now What I want to know is what would be the best video card upgrade under $200 dollars?

Because it runs amazingly fast and I have tested several games and discovered that it resists games from 2014 and older. Now I only want a video card upgrade that at least could make it resist newer games from 2015-2016.

You mean a NVIDIA GTX 960 4GB or a AMD R7 380x?

Also I think I would also need to upgrade my power supply to at least a 850 Watt one right?
