PC wont boot with 8 GB of RAM but it will with 4GB.

So yeah,right now i have 1 stick of 4gb of ram in the slot farthest from the CPU which is DIMM 4 (MSI Z97S SLI Krait Edition) and the computer works perfectly fine. When i try to install and 2nd stick (both sticks came in a bundle) the PC fails to boot. By this i mean nothing on the screen, fans turning, and led lights on. It's like that and then shuts off. I tried to place the one stick in DIMM 2 and it didnt work. In the manual it says use DIMM 2 and 4 for 2 sticks. Will DIMM 1 and 3 work the same or not?

Yeah try clearing CMOS and retry. Also try the working stick in other slots that way ya can track down if the mainboard bad or if ya just got a back stick of RAM ya need to rma

I havent touched bios except for installing some new drivers for the motherboard since its brand new. I tested both sticks on each slot one by one. I came to the conclusion that DIMM 4 and 3 (the 2 closest to the CPU) are both dead while 1 and 2 work fine for both sticks.By dead I mean the PC would fail to boot and enter an endless power cycle. I have both sticks in 1 and 2 and the PC booted up fine, I checked the nvidia geforce experience and CPUZ and it says that both register 8 GB of ram. Is there any issue with having them side by side since I know in previous motherboards I've used its always DIMM 2 and 4 that gets the sticks if doing 2 channel.
 
It's not same with all MBs, you should look at manual for it and follow settings. If it's not working accordingly, something is wrong. During any changes CMOS should be reset so it can find RAM and it's place and characteristics.
With Intel chips it's possible for part of memory slots not to work if processor socket is damaged or some contacts are nor right.

Yep I tried each stick in each slot one by one, Both sticks are fine just that the 2 slots are dead. Thankfully I got the 1 year warranty at microcenter for it so I'll probably get a replacement there since it is broken.
