In-game problems that need to be solved

So, I recently bought the 750ti in hopes getting my old pc to run some games. I'm doing the upgrades one part at a time (I'm broke). I decided to test out a game that was previously completely unplayable with integrated graphics, Warframe. Before the GPU upgrade, the game ran at 40+fps while remaining stationary and drops to 20-30 fps during game play. Now the game runs well even with the cheap and slow pentium (60 fps and all settings at highest).

But the problem is, once in a while a problem occurs. Sometimes while playing, everything stops moving but the background music still plays. This lasts for about 3-5 seconds before returning to normal. Any idea what the cause may be? CPU? RAM?

Also, I'd like to know how certain games run at above 60 fps. In the settings, there is an fps cap setting but it's greyed out and I cant' select anything. Pretty much every game that my pc can properly run is locked at 60 fps.

Yep, CPU and RAM is likely the issue. Maybe be the hard drive also if it loads things. A solid state hard drive may help with that.

Games can run past 60 FPS if your computer can handle them running at that speed, and if you have a monitor that can run past 60 hz refresh rate.
