Dual AMD R7 240's can hardly run big games on high settings

Well that is kinda real performance. On top of that they have only 1gb vram which is not even close to enough to run bigger games even on medium. On low it will struggle aswel so

does the r7-240 even support crossfire? or are they running as dual but independent, in which case you're only really using one to game on?

30 Fps is fine for gaming even a ps3 runs at 30fps.
I have the r7 240 the same card and high settings 30fps is perfect i play Star Wars Battlefront on medium with 30fps and Battlefield 4 high settings on 30fps. With 30fps you won't see stutters if you go below 20fps than i should recommend go lower on settings because playing games below 20fps you will notice alot of stutter and believe me its annoying to play games with stutters.
