Whats wrong with my build?

I recently bought all the components I needed for my first ever PC build, assembled all the parts into the case and powered on, the fans, LED's, GPU etc power on for ~5 seconds, with no beeps, then shut down, and boot up again in an infinite loop. I have spent all day stripping it down and breadboarding it with fewer and fewer components installed, and finally I am down to only the motherboard connected to the PSU, with the on/off loop still happening.

At this point I really dont know what else to do or try.
Am i correct in assuming that connecting only the mobo to the psu and turning it on should result in the PSU and motherboard running (LED's) constantly, not cycling through on/off loops?

If so would this indicate that I have a faulty motherboard or psu? Or will this happen anyway as a result of the motherboard being the only component plugged in?
I realise that the system wont boot without a PSU however I thought that the PSU would keep running and that the motherboard LED's would remain on.

I have tested the PSU with the included 24pin test fitting and it runs constantly, the only time it starts flicking on and off is when plugged into the motherboard.

Any help would be greatly appreciated, I have absolutely no clue what else to do.

Gigabyte Z170 HD3P
Cooler Master HYPER 212 EVO
Crucial 16GB 288PIN DIMM DDR4
Zotac GTX1070 AMP Extreme 8GB GDDR5
EVGA Supernova 650 gold
And a few drives etc however the problem persists even when most components are unplugged
