Hello, my younger brothers currently have a computer using an i5 4460, 8 GB of RAM, and a gtx 970. Recently I set up a virtual machine using Aster (had an extra monitor/peripherals) so that the two of them could use the computer at once. It works well when one of them is playing a game like LoL and the other is playing something more demanding like Overwatch. However yesterday when they tried to run two cpu demanding games (Total War and WoW) it froze the computer.

My question is, if I have a $300 budget, how would the money best be spent to upgrade the PC with the virtualization as a priority. I was reading that the i7 4790k's multicore could definately help with that, but I did not know of the money would be better spent getting a second discrete GPU, and then have each GPU running independently to power the two games running.

Solution
A second gpu would be better as the i5 can somewhat work as two two core cpus which still works for most games provided you lower some graphics options. In this type of setup its crucial that each user as dedicated GPU. Im not sure but that type of setup with two GPUs may require you to use a special OS.
