Building Streaming PC need help deciding parts

I want to build a PC for streaming so i can game on my pc without the downfalls of streaming. this would enable me to stream competitive games as i would not need to stream with lower and stuttering fps and also this would enable me to stream intensive games without bottleneck (obviously). i know how to build a computer and I know about computer parts somewhat. But I would like to know from someone who knows really well about what they're talking about what kind of parts would be best for my money and best for performance? I was thinking a budget of around 500-600, Just something that can that can render a 60fps 1080p stream. Also I plan to have a capture card in there because well you kind of need one to capture your game off your computer so maybe even if there is a way to factor that into the budget? idk just some suggestions would be nice. Thanks!

Firstly, you don't need a capture card, any video card you buy these days will be able to do the encoding for you and you won't notice so much performance hit. Secondly, 1080p60 is already pretty hard to come by on a machine that costs under 600 bucks in new games. A GTX1060 or RX480 are already 250-300 bucks by themselves and that doesn't include the whole rest of the computer or and OS.

i think you missed what i am aiming for here. i want a second pc that my gaming pc sends video to, to stream. so gaming pc(pc1) sends video to streaming pc (pc2) and then pc2 takes the video being sent to it from pc 1 and streams it. you do need a capture card to get the video onto the second pc there is no other way of doing so. i basically need a computer that can run and can do some video processing. i am not sure if a capture card does video processing. if it does then that means all i really need is a computer that boots up and can run windows if i am not mistaken.
